Information about bulk water, off-peak water and water carriers for commercial users and irrigators.
Off-peak water
Southern Water may provide off-peak water to irrigators and commercial operators during periods of low urban demand, or when spare capacity is available. Southern Water cannot guarantee the supply of off-peak water at any time, particularly during the summer months.
All off-peak connections are subject to a supply agreement between the customer and Southern Water.

Users can access water from unmetered water filling points at the locations listed below. Some water filling points are accessible to the public while others are for registered users only. To apply for registration for unmetered water filling points please complete the Water carrier registration to unmetered sites form.

Portable Metered Standpipes
In areas where there are no alternative Public filling points, Southern Water is able to supply approved water carriers or contractors with Portable metered standpipes. These standpipes can be used to facilitate more efficient access to mains water by civil contractors and water carters, utilising approved Hydrant locations. The standpipes are available in different diameters ranging from 25 mm up to 63mm.
The smaller diameter standpipes are primarily intended to provide convenient access to water supplies for small volume local use, such as concrete construction or building works. These can be used in nearly all locations where hydrants are located.
The larger standpipes are primarily intended to enable quick filling of water tanks by water carriers. Due to the volume of water extracted, these devices are limited to use on larger diameter mains, so as not to interfere with water supplies to adjacent customers.
Only registered standpipes issued and authorised by Southern Water are permitted to be used to extract water from Southern Waters mains. This is ensures that only suitable equipment is utilised, in order to protect the hydrants from potential damage and the water system from possible contamination.
Use of non-approved hydrant devices and any unauthorised taking of water from hydrants installed in Southern Waters reticulation system is an offence. Fines exceeding $20,000 are applicable.

Purchasing Water from Water Carters
Southern Water does not directly operate any water cartage services, however there are a number of water carters operating across the region who deliver water supplies to properties. Water carters are required to be licensed and registered through the local Council in the areas they operate. Contact details for most carriers can be found under "Water Carters" in the Yellow Pages.
